What this effect is
Anime lays colour down in hard-edged patches rather than soft gradients and keeps shadow to one or two flat tones — a technical limit inherited from hand-painted cels. It is not a filter, because the construction of the face changes too: the eyes enlarge and the nose and mouth simplify.
